Digital sovereignty--the exercise of control over the internet--is the ambition of world leaders as a natural extension of traditional sovereignty and as a bulwark against the reach of foreign power. Data Sovereignty: From the Digital Silk Road to the Return of the State focuses on the question of territorial control over data flows and attempts by national and regional governments to place limits on the free movement of data across a global internet. Drawing on theories in political economy, international law, human rights, and data protection, this volume offers new theoretical perspectives and thought-provoking ideas about the nature and scope of digital sovereignty. Anupam Chander is the Scott K. Ginsburg Professor of Law and Technology at Georgetown University Law Center and is an expert on the global regulation of new technologies. He has been a visiting law professor at Yale, the University of Chicago, Stanford, Cornell, and Tsinghua. He previously served as the Director of the California International Law Center and Martin Luther King, Jr. Professor of Law at UC Davis. The author of The Electronic Silk Road (Yale University Press), he serves as a judge of the Stanford Junior International Faculty Forum.

Haochen Sun is Professor of Law at the University of Hong Kong Faculty of Law. He specializes in intellectual property, technology law, and Chinese law. His book Technology and the Public Interest was published by Cambridge University Press in 2022. Haochen's opinions about intellectual property and technology law have appeared in media outlets, such as BBC News, Forbes, The Los Angeles Times, The New York Times, South China Morning Post, Ming Pao, and The Wall Street Journal.
